Venom Rule Question - Ghost Rider - Bug?

We have a Venom Premium in league that is set to Competition mode and has the saved progress disabled. One of the players that owns a Venom with a topper (which I think allowed you to get Ghost Rider during an event) was logged in and choosing Ghost Rider was an option. I don’t know a lot about the game, but she told me that none of her other characters were available.

She said that it would be a huge advantage for her to choose Ghost Rider so she picked a different character. But it was available for her to select.

Is this a bug?

I think when you sign in with a game with a topper you can get ghost on any game for a certain period of time.

As the other reply says, playing on a topper machine unlocks Ghost for other machines, for 3 months. Sounds like a bug that that can override “no saved progress”, though.

Comp mode still does ask

so need to post ghost rider = DQ?
it may be an disable setting.

But really how hard to have an competition mode unlocks all for all players no login needed.
