Correct. I think it’s just worded weird. Joe has clarified the rule many times. There is no penalty for playing multiball with a stuck ball using FSPA rules that I’m aware of.
While I didn’t end up deducting points in this situation, I was prepared to:
It was at Pincinnati and on Jackbot. A player noticed that another player in the group got a ball to fall into the shooter lane and didn’t immediately plunge it back into play, and scored multiball jackbots and a super Jackbot. The observing player reported it to the TD(me) and luckily we had the game on stream.
I went to the tape and watching it with the player that reported the issue. Turns out when we both watched it, all the jackbots and super jackbots happened after the player noticed the issue and plunged the ball back in.
So while I didn’t end up deducting points (I did warn the player that they need to try and be more observant next time), I would have had they received any of those big collects while the ball was stuck.
Make it easy, just rule it as a player controlled stuck ball if it falls into the shooter lane without auto plunge, like a ball under the side flipper on Indy 500 or whatever other multiball side flipper game.
